The Ministry of Economic Affairs in the Netherlands has produced an English language guide as to what municipalities, provincial authorities and housing corporations are (not) allowed to do according to EU's strict, yet often vague, rules and regulations on competion and free market concerning local broadband deployment. The guide is available here.
Many local authorities and municipalities in the EU struggle with the issue of what they are allowed - or not allowed - to do when in concerns facilitating, supporting or financing the development and deployment of next generation broadband infrastructures. As to assist such entities - as well as social housing corporations, important players in the Dutch broadband arena, the Dutch government produced a guide as to bring some further clarity.
